Community Eid Celebration

The interim management committee sincerely hopes that all our members and their families experienced a blessed Eid following a peaceful Ramadhan. In the spirit of community and celebration, the committee have organised a Family Eid Celebration event, which will take place at 2pm on 26th April 2026 at the CMA Hall.

We are delighted to extend a warm invitation to all our members and their families to attend our forthcoming community celebration. This event promises to be an enjoyable occasion for everyone, and we hope to see a strong turnout from our members.

Lunch will be provided for all attendees, ensuring that everyone is able to relax and enjoy the day together. In addition to the meal, a range of activities has been organised to create a festive atmosphere and offer entertainment for all ages.

Children can look forward to a bouncy castle, while everyone is welcome to indulge at the ice cream stall and chocolate fountain. These attractions have been arranged to make the event memorable and enjoyable for all participants. We look forward to seeing you there and sharing a wonderful day as a community.

Members who wish to set up a stall—either to sell items or to showcase their products or apply mendhi, etc., —are encouraged to contact the committee via WhatsApp at 07752 418366 as soon as possible to secure their place at the event.

The committee looks forward to meeting all members and their families on the day, and hopes the event will further strengthen bonds within the community.

CMA Blackburn Interim Management Committee 

Financial support for funeral expenses for members

The Management Committee is committed to supporting all members of our jamaat, particularly in times of loss and bereavement. In response to the current economic climate, we have started our Funeral Expense Support initiative which will be available to all Cutchi members who reside and pass away in Blackburn. It is our intention to provide this support to include all members of our community, fostering a spirit of unity and belonging.

The support covers :

  • Graveside costs - £2620.-- as set by Blackburn with Darwen Council.  Weekend rates are £3110.--
  • Food costs - Up to a maximum of £1000.-- Catering will be arranged by CMA
  • Mosque donation costs - £200.-- Donation towards mosque (arrangements made with Chester and Rizwan mosque)
  • Transportation costs from home/hospital to cemetery

This initiative ensures that the contributions received from the jamaat are reinvested for the benefit of our members. The CMA will cover all the above funeral expenses including transportation of the deceased from the hospital or home to the mosque or designated location, gravesite and burial costs, as well as catering arrangements for immediate family and community members on the day of the funeral.

We deeply value the pride, unity, and compassion that our community embodies. As we move forward, we are committed to making this support accessible to every member, strengthening our bonds and ensuring no family feels alone during difficult times.  We ask members not to think of this as charity but as an investment back into our community and for the benefit of our members who have devoted their life in the service of our community.  Every Cutchi who dies in our community deserves respect and dignity at this sacred and blessed time when they return back to our creator.

As guidance, the Prophet Muhammad (peace be upon him) said: “Whoever relieves a believer’s distress, Allah will relieve his distress on the Day of Resurrection. Whoever helps ease someone in difficulty, Allah will make it easy for him in this world and the next.” (Muslim)

IMPORTANT ANNOUNCEMENT

Consultation results on the Future of 27 Newton Street Community Hall

Current Position

The Executive Committee recently undertook negotiations with the current tenant to discuss the future of the hall. You will be aware that the previous tenancy arrangement was based on a Gentleman's agreement and, despite this being a verbal agreement, the tenant had kept his commitment and upgraded and maintained the hall in an impeccable condition.

Consultation Process

The Management Committee opened up a consultation and requested members to complete a survey to express their opinion in terms of looking at the best option in terms of the previous arrangement.  The survey results are as follows:

  • Option A: 5-Year Lease with current tenant and invest the funds into community projects or towards the purchase of another building for our members use
  • Option B: Lease to a Community Member
  • Option C: None of the above

100% responses received during the consultation were in favour of Option  A and no responses were received in favour of Option B and C.

Lease Agreement and Income Generation

Background and Challenges

Recently, the premises had been facing several challenges due to the absence of a formal lease agreement. The tenant encountered difficulties, particularly with the reinstatement of electricity to the site, as the supply had been disconnected under the previous management. Alongside these issues, there were genuine concerns raised about the ongoing maintenance and overall safety and security of the property.

The revenue generated from membership fees is insufficient to cover the ongoing costs associated with the maintenance and management of the premises. The current economic climate, notably the cost of living crisis, makes increasing membership fees an unfavourable option, as it would place additional financial strain on our members.

As a result of this funding shortfall, there are periods throughout the year when the facility is under-utilised, and it often remains vacant for several weeks at a time. This lack of consistent occupancy further increases the challenges in securing the necessary funds to ensure the long-term sustainability of the facility.

The ongoing difficulty in meeting financial obligations underscores the significant issues faced in maintaining the premises. Essential expenses, such as bills, building insurance payments and routine maintenance, must be met to preserve this valuable community asset for current and future users.

Trustees' Decision and Consultation Outcome

The current trustees, faced with a series of complications, carefully considered their options and ultimately reached a unanimous decision to move forward with Option A. This course of action was directly supported by the results of the community consultation, ensuring that the decision aligned with the views and interests of stakeholders.

Lease Agreement and Legal Diligence

As a result of this decision, a formal lease has been signed with the existing tenant. The process was conducted with thorough legal diligence, overseen by the organisation’s appointed solicitor. This step has served to officially establish the tenancy arrangement, thereby addressing and resolving any outstanding concerns related to the property.

Income Generation and Community Benefit

The establishment of this lease ensures a steady stream of income from the premises. This revenue will be reinvested into community projects and will also support the future acquisition of another suitable property for use by members. The trustees are committed to maintaining income generation, with all investments directed towards the continued benefit and advancement of the community.

Option A: Securing Long-Term Stability and Investment

These are the current arrangements that have been negotiated in the lease arrangement.   

  • A 5-year lease at a rentable income of £4,500 per month. This option provides guaranteed income for our community that can be reinvested into community projects or even towards the purchase of another community venue for our community to use.
  • The tenant has committed to continue with the refurbishment of the premises at their own expense, including upgrading the toilets, inserting brand new carpets and exterior cladding, etc., to make the hall even more presentable for weddings and other occasions amongst other refurbishment.
  • Three months rent payable in advance in 2 monthly instalments.  Any interest from this will be donated to charitable causes.
  • Guaranteeing our community a minimum of at least ten (10) pre-arranged days use every year for our niaz, religious and cultural events, as well as extra days to hold our ladies majlis during the holy month of Muharram, at no cost to the community for venue hire.
  • This arrangement also includes 30% discounted venue hire rates for CMA members only
  • Continued investment to ensure the premises is maintained impeccably.
  • Tenant has agreed to a review of the rent in 18 months' time.
  • Any building work undertaken will be approved and inspected by Management Committee to ensure planning obligations are met and is legally compliant and is of acceptable quality.

Thank you for your continued support and for helping us make an informed decision for our community’s future.  We hope you will work with us to ensure that we can utilise this investment to prosper as a community and invest back in a purpose built premises that can benefit our current and future generations and we can continue to organise events, sports facilities, transport, events etc. to strengthen our community cohesion and vibrant community spirit.

Honouring Our Founder Members and Community Contributors

The Management Committee wishes to express deep appreciation to our founder members and all members of the community who have contributed to the creation and development of the Blackburn CMA Hall. In recognition of their dedication and commitment, we are in the process of designing a commemorative plaque. This plaque will feature the previous names of our jamaat along with the names of all families belonging to the founder members. Our hope is that you will join us in the design process, enabling us to display all the names that matter on this plaque with pride inside the Blackburn CMA Hall on Newton Street, Blackburn.

To ensure that every individual and family who played a part in building the Jamaat hall is acknowledged, we kindly ask you to submit the full names of any families or members who have contributed. Please share this information with us via WhatsApp on 07752 418366. We value every contribution, regardless of how small or big it was as the intention is what ultimately counts.

Our aim is to ensure that no family or founder member is omitted from our collective memory. Their achievements and efforts will be celebrated and permanently honoured within our hall.

The Management Committee has also decided to reimburse any founder members or their families who generously loaned funds to the jamaat to assist during the time the CMA community hall was founded. In order to facilitate this process, the Committee will be reviewing previous records to accurately identify those individuals who contributed loans during the build.

We will then contact you directly regarding the next steps. To ensure transparency and accountability to all current members, full details of these reimbursements, including any monies paid back, will be published both on our website and in our newsletter.  

Now that the community is in a financially stable position, we are actively seeking input from our members regarding the future direction and initiatives of the jamaat. We invite all members to share their thoughts on what they would like the jamaat to do for them, as well as how they themselves wish to contribute to the jamaat's ongoing development and success.

We believe that fostering a strong and effective relationship between our members and the management committee is essential. This relationship should be a genuine two-way process, where the committee strives to fulfil the wishes and needs of the membership, while members are equally engaged in supporting and helping to implement our shared objectives.

Land Registry Update

We are pleased to confirm that, following nearly two decades, our land registry documents have now been updated. The records accurately and legally reflect the current trustees, ensuring that the community hall is safeguarded as a community asset for both existing and future generations.

Ownership and Stewardship

This facility has always belonged to our members. The trustees' role is strictly as stewards of this vital investment. The community hall does not belong to any individual or group; instead, it is collectively owned. We strongly encourage all members to take an active part in supporting and advancing our community, thereby sustaining ongoing progress.

Financial Controls and Transparency

To ensure robust financial management, we have implemented a rigorous process: for any work or financial expenditure exceeding £1,000, three quotations must be sought. The quotation offering the best value for money has to be approved by all four trustees before any funds are released.  We have also ensured no cash transactions are carried out and invoices obtained for all financial spending. This procedure is designed to prevent financial mismanagement and avoid any imbalance of power.

Annual General Meeting

The Annual General Meeting for Members has been postponed as a result of ongoing administrative matters requiring attention. These issues pertain to essential paperwork and procedural requirements are an absolute necessity to safeguard both our community asset and financial resources.

Commitment to Due Process

The committee is committed to ensuring that all documentation and internal processes are fully established and compliant. This diligence is aimed at protecting the interests of the community and maintaining financial integrity.

Future Meeting Plans

Once all administrative tasks have been fulfilled, the Annual General Meeting will be convened. During this meeting, members will have the opportunity to raise any questions or queries, which will be addressed by the committee.

Administration Updates

Community Hall Maintenance Update

The Management Committee has recently carried out a comprehensive inspection of the community hall. The assessment revealed that the exterior of the building is suffering from considerable maintenance issues attributable to its age, which necessitate prompt attention.

Alongside these findings, the committee is actively cooperating with the current tenant to resolve several urgent maintenance concerns that have been highlighted. These include addressing water leaks in the roof, clearing blocked guttering, managing water accumulation beneath the stage, and repairing fences and gates leading to the premises.

We invite members who are interested in participating in these maintenance tasks, whether by undertaking the work themselves, overseeing, or supervising the project, to contact us as soon as possible via WhatsApp at 07752 418366. 

While the committee will ensure payment for the work and materials required, it is crucial that members are involved to guarantee the high quality and effective supervision of the work carried out. Quotes will be requested for the necessary repairs, and the work will be awarded to the individual who can offer the best value for money and has demonstrated a strong record of high-quality workmanship.

New Appointment and Opportunities

We wish to inform our members that Aslam Dekla has stepped down from his position as Interim Assistant Treasurer. The committee extends heartfelt thanks for his significant contribution and leadership during his tenure.  The current interim Management Committee is seeking to fill the position of Assistant Treasurer. This role has become available and presents an excellent opportunity for members who wish to contribute to the financial stewardship of our organisation.

For many years, females and young people have been notably under-represented in our community decision-making processes. Recognising this imbalance, we strongly encourage females and young people to apply for this position. By welcoming applications from females and young people, we aim to foster greater diversity and ensure that all voices are heard within our community.

Role Requirements

Due to the responsibilities associated with managing the financial accounts on behalf of members, the successful candidate will be required to undergo DBS (Disclosure and Barring Service) and credit checks prior to appointment. These checks are an essential part of our safeguarding and due diligence procedures.

All appointments will be subject to the discretion of the Management Committee and Board of Trustees, who reserve the right to decline any application.

CMA Football Sessions for Young Children

The CMA Football Sessions for boys and girls aged 5 to 10 years are designed to promote physical wellbeing, foster teamwork, and encourage a genuine enjoyment of football among our younger members. 

These sessions have run successfully till the end of December 2025.  

We are pleased to announce that we have some volunteers from Tauheedul Islam Boys High School who will be working with us to coach our children. 

The sessions are free and will resume after Easter school holidays in April 2026 at Soccerdome, Blackburn.  Any members wishing for their children to join can WhatsApp us on 07752 418366.

 

Cutchi Womens' Network

Our Cutchi Womens' Network is dedicated to supporting females who represent the most vulnerable group among us.  We will be hosting a Womens' event in May 2026 between 6.00 pm and 8.00 pm. This gathering aims to provide a safe and welcoming space for women, fostering community spirit and well-being.  Further details of this event will be sent on our WhatsApp announcements group.

Purpose of the Network

The Cutchi Womens' Network is established with the intention of building a robust support system. Our goal is to assist the remarkable women who have devoted their lives to supporting our families and communities. Through this initiative, we strive to prevent isolation and promote a genuine sense of belonging among our members.

Attendance and Transport

We encourage anyone interested in attending the event to join us. If transport to the venue presents a challenge, please reach out via our WhatsApp contact so that arrangements can be made for travel to and from the event, ensuring everyone has the opportunity to participate.

Programme Highlights

The event will feature two main sessions. In the first, an inspirational female speaker will share her personal experience as a young widow, offering insight and empowerment. The second session will welcome a health professional, who will provide valuable advice on staying healthy and active, emphasising the importance of maintaining good health.

Refreshments

Attendees will be offered light refreshments, ensuring a comfortable and friendly atmosphere for all.

Volunteer Opportunities

The management committee is always seeking individuals who are interested in contributing to the community by joining their team of volunteers. Working alongside the current management committee, volunteers will have the chance to support ongoing initiatives and assist in fulfilling the organisation's objectives.
